Call forwarding is available at no extra cost with a subscription, 
                      or for a small charge per minute using Skype 
                      Credit. If you do not have a subscription and do not 
                      have sufficient Skype Credit, your calls will not be forwarded. 
                      If you’re not sure how much Skype Credit you have, it’s 
                      easy to check your account balance.
                    If you have sufficient Skype Credit and the call isn't 
                      being forwarded, please make sure that you have set 
                      up call forwarding correctly, and that the forwarding 
                      number has been correctly entered with the full international 
                      dialling code. We recommend that you make a test call to 
                      the number you have entered to confirm that it is correct.
If you are still having problems with call forwarding, check that your privacy settings allow you to receive calls from anyone, and not just people in your Contact list.
    - In the menu bar, click Tools > Options
- Under Privacy, click Privacy settings.
- Under Allow calls from, ensure that anyone is selected.
